CLEVELAND, OH (WOIO) –
A car got stuck in wet concrete in downtown Cleveland on Thursday.
Construction crews were working on the roads at East 9th Street and Euclid Avenue when the car got stuck.
Chief Investigative reporter Carl Monday said he was stuck in traffic for 20 minutes between Euclid Avenue and Carnegie Avenue during the incident.
