Video footage shows ex-police officer Christopher Reiter viciously kicked 35-year-old Mohammed Osman’s face with his foot during a domestic violence investigation in May. Osman claims that a brain injury resulting from the arrest has left him unable to work and care for his children.
U.S. Attorney Andrew Luger said the government would have had to establish without a reasonable doubt that the officers acted willfully, with the specific intent to do something the the law forbids.
Clark, 24, was shot by Minneapolis police after getting into a domestic dispute with his girlfriend on Nov. 15. He was unarmed when he was approached by Ringgenberg and Schwarze. The officers claimed Clark tried to take his own life by grabbing Ringgenberg's gun. The incident lasted just over a minute before Clark was fatally shot.
The move comes after the fatal shooting of Jamar Clark, the Black man who was killed by two Minneapolis cops last fall. His death sparked months of protests to release the video of his shooting and prosecute the officers involved.
