The Development, Relief and Education for Alien Minors Act (DREAM) is a way that immigrants who are illegal and under 16 and have lived in American for five years can receive citizenship so they can obtain a high school or General Education Development diploma and demonstrated “good moral character,” according to a White House fact sheet.
Since the vote has been cancelled it will likely not pass under this Congress.
