Police dashcam video released last month shows two Sacramento, California, officers trying to hit a mentally ill homeless man with their vehicle before fatally shooting him 14 times, the Sacramento Bee reports.

The video, released on Sept. 20, stems from a police dispatcher’s call on July 11. Witnesses had complained that the victim, Joseph Mann, 51, was acting erratically on the street, the report says. The dispatchers also reported that he was seen with a knife and a gun.

When confronted by officers on foot, Mann reportedly told them that he didn’t have a gun, and refused a command to drop to the ground. Instead he fled the scene, prompting officers to chase him.

A grainy video captures another set of cops, Officers Randy Lozoya and John Tennis, arriving at a the scene in a patrol car and speeding toward Mann.

“I’m going to hit him,”  the officer driving the patrol car says in the recording.

“OK. Go for it. Go for it,” his partner says.

After a miss, the officer gives it another try, but Mann evades the vehicle again. The video then shows the officers leaving the vehicle and running toward Mann, and firing 18 shots–14 of which struck Mann, writes the news outlet.

Police later found Mann in possession of a knife with a 4-inch blade but no gun, the report says.

“They are officers that shouldn’t be in uniform,” Robert Mann, Joseph Mann’s brother, told The Bee. “If this is their state of mind when they go to work, this doesn’t serve anyone well.”

Attorney John Burris, who represents the Mann family, said he will amend a federal lawsuit against Sacramento to include the attempt to hit Mann with the police car.
