A woman in Texas is charged with child abuse after police find two toddlers tied in the backyard of a home, and six other children, ages 10 months to 13-years-old, alone inside. Diane Hodges reports.

A second mother wanted for questioning in connection to a shocking child abuse case in San Antonio, Texas was found Monday in California, reports The New York Daily News.

The woman, who has not been identified, is reportedly the mother of two children discovered last week forcibly kept outside the San Antonio home: a 2-year-old boy chained to the ground and a 3-year-old girl tied to a door with a dog leash, the report says.

Investigators want to know why she left her children in Texas in such deplorable conditions.

From the NYDN:

[One of the moms,] Porucha Phillips, 34, [who is pregnant with a seventh child,] was arrested Friday after returning to the home, and remains in jail on $150,000 bail after being charged with two counts of injury to a child.

Her own six children, ranging in ages from 10 months to 10 years, were found unattended inside the house. The toddlers who were outside were not her children, which led investigators to searching for their parents.

On Monday the Bexar County Sheriff’s Office told the San Antonio Express that the unidentified mother had been found more than 1,000 miles away in California over the weekend.

The News reports that the eight children are now in the custody of Child Protective Services.
