In a shocking report released Monday by the American Civil Liberties Union, Chicago police officers targeted mostly Blacks in a practice that has come to be widely known as stop-and-frisk, reports the Chicago Tribune.

The report says police stopped 250,000 civilians — a much higher rate over the summer than New York City officers at the height of their controversial stop-and-frisk program — and Chicago Blacks and other racial minorities were disproportionately targeted, just like with New York’s heavily criticized program, the Tribune writes.

According to the Chicago Tribune:

African-Americans were most often singled out for stops — typically of individuals walking or standing on street corners, according to the report. Over the same four months last year — the hottest part of the year when violence spikes in Chicago’s most impoverished, gang-ridden neighborhoods — police stopped 182,048 African-Americans, 72 percent of all street stops. Yet African-Americans made up about 32 percent of the city’s population.

Veteran police supervisors interviewed by the Tribune for this story said Chicago Police Superintendent Garry McCarthy continues to put pressure through the ranks for officers to make these street stops as a crime prevention measure.

The report notes that ACLU recommended that both officers and supervisors be given additional training on the legal justification necessary to make a stop.

We suggest that Superintendent McCarthy join the officers in the training. He also needs to learn the definition of racial profiling.
