The city of Cincinnati will likely need public safety layoffs to balance the 2014 budget.
City solicitor John Curp said, in a memo Monday, that some or all of the affected employees could be brought back if the parking lease wins a public vote.
However, uncertainty about the lease requires personnel cuts, according to the city.
