Lax management of the Cincinnati IRS office is being blamed for the inappropriate targeting of conservative political groups.
U.S. Treasury investigators say low-level employees launched the flagging of Tea Party, and other similar, groups without their supervisor’s knowledge.
Those groups were singled out for extra scrutiny, when they applied for tax-exempt status.
