Cincinnati police officer Oscar Cyranek will not face charges for shooting a teenager to death last year on Fountain Square.
An internal investigation by police and prosecutors found Cyranek was protecting himself against an armed 16 year-old.
Devon Mullens was killed, and his families claim there was excessive force.
