New rules at Washington Park are at the heart of a lawsuit, against Cincinnati’s parks board.
Three Over-the-Rhine residents claim, in a federal lawsuit, that the park board is discriminating against the homeless.
The renovated park bans people from digging through trash cans, or dropping off food and clothing.
