A Middletown couple is accused of locking a girl inside the basement of their home.
Police say Shawn and Johanna Blackston were arrested after child welfare workers learned the child was held at that location for two weeks. The Blackstons claim the girl was being punished for mistreating her siblings, who have been placed in foster care.
